I think it's time to read my accounting text. Ugh.
The two current factors are "meaningful use" of electronic health records (reflected in a proposed rule from CMS on January 13), and consumer-centered healthcare. However, workable privacy protections are a necessary stepping-stone on the path. None of this will have immediate impact, though. Look to 2013 and beyond. Additional HHS regulations between now and mid-year will make it clearer.
For what it's worth, the Stimulus Bill contains the legislative authority for all this -- in the portion called the HITECH Act. The current healthcare reform bill will not affect it much, if at all.
