Dear Vanguard...

Dear Vanguard,

As a Vanguard shareholder, I urge you to drop your opposition to Question 3 on your proxy and transparently adopt the genocide-free investment policy proposed there.

It is time to drop your opposition to Question 3 and publicly adopt a policy that you will never invest in companies that do business with the world's worst abusers of human rights or profit from genocide - and then implement it by divesting from PetroChina.

I will be watching the upcoming proxy voting process as closely as I can, and waiting for both the outcome of the vote and the response of your Board of Directors.

Although I've always loved doing business with Vanguard and have sent many friends your way, I may have to rethink this stance if your company cannot find a way to divest from PetroChina.

I would prefer to stay with Vanguard, but cannot justify doing so---even to maintain my love of its low cost indexing strategy---if my actions are contributing to the suffering and death of people around the world.

I hope you will be able to reconcile the general indexing approach with an innovative willingness to reshape the indexing strategy in response to your shareholder's concerns. After all, wasn't Jack Bogle---your founder---a great innovator in his time?

I am rooting for you as you rise to meet this thorny challenge, and I have faith that today's Vanguard can do so with both flexibility and integrity.
